Pressure Vessel Inspection and Certification

A pressure vessel rarely gives much warning before a developing defect becomes an operational problem. Internal corrosion, fatigue cracking, thinning at localised areas and malfunctioning safety devices can remain hidden while production continues. Pressure vessel inspection and certification provides the structured, independent assessment needed to understand whether equipment remains fit for service, what action is required and when it should be completed.

For asset owners, this work is not simply an administrative requirement. It is a control for risks that can affect people, production, insurance obligations, regulatory standing and the service life of valuable plant. A current certificate is useful evidence, but its value depends on the quality and independence of the inspection behind it.

What pressure vessel inspection and certification involves

In-service inspection assesses the condition of operating pressure equipment against its design intent, service history, current operating environment and applicable requirements. In Australia, AS 3788 provides the principal framework for the in-service inspection of boilers and pressure vessels. It guides decisions around inspection intervals, inspection scope, defect assessment, records and certification.

Certification follows an inspection and engineering assessment. It records whether the vessel has been examined in accordance with the required scope and whether it is suitable for continued operation, subject to any conditions, repairs or recommendations identified. The certificate should be supported by clear inspection records, observations and a defined due date for the next required activity.

The scope is not identical for every item of equipment. A compressed air receiver in a dry, controlled service presents different risks from a steam-heated vessel, ammonia receiver, autoclave, process reactor or vessel exposed to aggressive cleaning chemicals. Inspection planning must account for the specific equipment and service conditions rather than applying a generic checklist.

Why an independent inspection matters

Pressure equipment decisions can involve competing commercial pressures. A repairer may be asked to recommend work, a manufacturer may be focused on original equipment specifications, and an asset owner may be managing an urgent production schedule. Those interests are understandable, but an in-service inspector's role is different.

An independent inspector assesses the evidence and provides advice in the best interests of safe operation and compliance. This separation is particularly important where defects are found, inspection intervals need review or repair methods require engineering consideration. The objective is neither to prescribe unnecessary work nor to overlook a condition that warrants action.

For facilities managers and engineering managers, independence also makes inspection records more defensible. A well-documented assessment can demonstrate that decisions about continued service, repair, monitoring or replacement were based on competent technical advice rather than convenience or commercial preference.

The inspection process in practice

A competent inspection begins before anyone opens a vessel. Previous certificates, fabrication details, registration information where applicable, repair history, operating records, safety valve information and earlier inspection reports help establish the equipment's history. Gaps in this information do not prevent inspection, but they may affect the scope of assessment or the confidence that can be placed in a condition trend.

External examination and operational review

The external examination considers the vessel, its supports, fittings, connections, pipework interfaces and accessible protective devices. Inspectors look for corrosion, leakage, distortion, vibration damage, unauthorised modifications, damage to insulation or cladding, and conditions that could compromise safe access or operation.

An operational review also matters. Repeated pressure cycling, excursions outside normal operating limits, changes in process chemistry, poor condensate management and extended idle periods can all influence degradation. A vessel that appears satisfactory externally may still require closer examination because its operating history has changed.

Internal examination and condition assessment

Where the inspection plan requires it, the vessel is isolated, depressurised, drained, cleaned and made safe for internal access. Internal inspection may identify corrosion, pitting, erosion, deposits, cracking, lining failure or areas of local thinning that are not visible externally.

The condition found determines the next step. Some observations can be managed through routine maintenance. Others may require thickness measurements, non-destructive testing, engineering assessment, repair to an approved procedure or a shorter inspection interval. The appropriate response depends on the nature, location and extent of the condition, not merely on whether a defect has been noted.

Safety devices and associated equipment

A vessel does not operate in isolation. Pressure relief devices, gauges, controls, interlocks and associated pipework are part of the safety system. Inspection should confirm that these items are appropriate for the equipment and that their maintenance, testing and identification records support safe operation.

A current relief valve test record, for example, does not remove the need to consider whether the device is correctly selected, installed and protected from conditions that could impair performance. Equally, the vessel's operating pressure must remain aligned with its design and protective arrangements.

AS 3788 and inspection intervals

AS 3788 establishes a risk-informed approach to in-service inspection. It does not support treating every vessel as identical or extending inspection dates simply because no problem has previously been observed. Inspection intervals are influenced by equipment type, service duty, inspection history, condition, protective systems and the likely degradation mechanisms.

This is where accurate records become critical. When previous reports include clear condition data, photographs, measurements and repair details, an inspector can make more informed decisions about trends and future scope. Where records are incomplete, additional examination or a more conservative approach may be justified.

Owners should also recognise that an inspection due date is not a maintenance planning suggestion. Allowing a certificate to lapse can create compliance exposure and put production under pressure if an inspection reveals work that cannot be deferred. Scheduling well ahead of the due date gives time to coordinate isolation, cleaning, access, confined-space controls and any follow-up repairs.

Certification is only as reliable as the evidence

A certificate should not be treated as a substitute for condition knowledge. Its purpose is to communicate the outcome of a defined inspection at a point in time. It should identify the equipment, inspection date, next inspection requirements, relevant limitations and any actions that remain outstanding.

Before accepting certification, asset owners should be able to answer practical questions: was the inspection scope appropriate for the vessel and its service, were identified conditions assessed properly, are recommendations clear, and do the records allow the decision to be understood later? If the answer is unclear, the organisation may have paperwork without the assurance it expects.

Inspectors performing this work should meet the prescribed AS 3788 requirements for In-Service Inspectors. AICIP accreditation provides an important indicator of competence in the Australian pressure equipment context. For equipment involving international design, manufacture or repair requirements, ASME and National Board credentials may also be relevant.

Preparing plant for an efficient inspection

The quality of the inspection depends partly on preparation by the owner or operator. Plant must be safely isolated, depressurised, drained and cleaned to a condition that permits examination. Access arrangements, lighting, scaffolding where needed, inspection openings and confined-space controls should be planned early.

It is also useful to have prior reports, equipment data, operating information and maintenance records available on site. This reduces time spent resolving basic equipment details and allows the inspector to focus on condition, risk and the evidence needed for certification.

Preparation should not mean concealing conditions or carrying out unrecorded repairs before inspection. Any repairs, modifications or material changes should be declared and assessed appropriately. Traceable records protect the owner as much as they support the inspection process.

Managing defects without unnecessary disruption

Finding a defect does not always mean immediate replacement or prolonged shutdown. The correct response may range from monitoring and planned maintenance through to engineering analysis, repair or removal from service. The decision depends on remaining thickness, defect geometry, material condition, operating duty, safety margin and the consequences of failure.

Conversely, deferring action because a vessel is needed for production can be a costly false economy. A controlled outage for a properly planned repair is usually preferable to an unplanned failure, emergency repair or loss of regulator and insurer confidence.

Make certification part of asset management

The strongest inspection programs are integrated into maintenance and risk management rather than managed as isolated compliance events. Certificate due dates, relief device servicing, condition monitoring, repair records and operating changes should be visible within the site's asset management system.

When a vessel's duty changes, when process conditions become more severe or when repeated defects appear, revisit the inspection strategy before the next scheduled date.
