AS 3788 Inspection for Safe Pressure Equipment

A pressure vessel can remain in service for decades, often with little external indication that corrosion, fatigue, erosion or process contamination is developing. An AS 3788 inspection provides the structured in-service assessment needed to determine whether a boiler, pressure vessel or associated pressure equipment remains safe and suitable for continued operation.
For asset owners, the purpose is not simply to obtain a certificate. A properly planned inspection establishes the equipment’s condition, identifies deterioration before it becomes a failure mechanism and creates defensible records for maintenance, regulatory and insurance purposes. The value lies in sound engineering judgement, independent assessment and inspection findings that can be acted on before an unplanned shutdown dictates the timetable.
What an AS 3788 inspection addresses
AS 3788 sets out requirements for the in-service inspection of pressure equipment. It applies to equipment such as boilers, pressure vessels, piping and related safety devices, with the inspection approach determined by the item’s design, service conditions, duty, history and consequence of failure.
The standard supports a lifecycle approach. Rather than treating inspection as a one-off compliance event, it requires consideration of how the equipment has performed in service and what may reasonably occur before the next inspection interval. This includes the effects of pressure cycling, temperature, corrosion, process chemistry, vibration, repair history and operating changes.
An effective inspection program therefore begins with accurate equipment information. The inspector needs to understand what the asset is, how it was designed, what it contains, how it is operated and whether its service has changed. Missing drawings, incomplete inspection records or an unclear repair history do not prevent assessment, but they can increase the scope of work required to establish confidence in continued operation.
Inspection is more than a visual check
External examination is often the starting point, not the full answer. It may identify leaking flanges, damaged insulation, corrosion under supports, distorted components, missing identification, unsuitable modifications or issues with access and safety devices. However, many significant damage mechanisms develop where they cannot be confirmed from an external walk-around.
Depending on the equipment and its condition, an AS 3788 inspection may require internal examination, thickness measurements, non-destructive testing, review of pressure-relief devices, verification of operating controls and assessment of repairs or alterations. The necessary extent of examination depends on the service duty and credible failure mechanisms.
For example, a vessel handling clean, dry compressed air may warrant a different inspection focus from a vessel exposed to corrosive washdown chemicals, wet steam, process vapours or cyclic thermal loading. Similarly, a boiler’s condition cannot be judged solely by its age. Water treatment performance, firing history, control operation, internal deposits and evidence of overheating all influence the inspection outcome.
The inspection should also account for items that can affect the integrity of the pressure boundary indirectly. Safety valves, pressure gauges, isolation arrangements, supports, drain points and access provisions can all influence safe operation and the ability to inspect or maintain the equipment adequately.
Why inspector competence matters
Pressure equipment inspection requires more than familiarity with the plant room. The inspector must be able to recognise damage mechanisms, interpret design and construction information, assess inspection findings against the applicable standard and determine when further engineering review is necessary.
For Australian in-service pressure equipment, AS 3788 prescribes requirements for In-Service Inspectors. AICIP and API accreditation provides recognised assurance that an inspector has been independently assessed against the relevant competency requirements. For equipment with international design, manufacture or repair considerations, ASME and National Board experience can also be material to the assessment.
Independence is equally important. The party determining equipment condition should be free to identify defects, recommend additional examination or require repair without a commercial interest in selling replacement equipment or undertaking the repair work. This separation supports objective advice and helps asset owners make decisions based on safety, compliance and serviceability rather than a preferred commercial outcome.

When an inspection program needs review
A periodic inspection schedule should not be treated as fixed regardless of operating conditions. AS 3788 inspection planning needs to be revisited when there is evidence that the equipment’s service or condition has changed. Waiting until the next nominal inspection date may not be appropriate where new risks have been introduced.
Review is commonly warranted after a significant repair or alteration, a change in process fluid, increased operating pressure or temperature, an extended period out of service, a pressure excursion, suspected overheating, loss of containment or a deterioration trend identified through thickness monitoring. Changes to water treatment or cleaning chemicals can also materially alter corrosion risk in boilers and vessels.
Where records show progressive wall loss, the key question is not merely whether thickness remains above a minimum value on the day of inspection. The assessment should consider the location and pattern of loss, measurement reliability, likely corrosion rate, remaining life and the practical ability to monitor the affected area. A short interval with targeted monitoring may be more appropriate than accepting a longer interval based on limited evidence.
Preparing for the inspection
Good preparation reduces disruption and improves the quality of the assessment. The asset owner should make available the equipment register, previous inspection reports, certificates, drawings, data reports where available, repair documentation, operating history and relevant maintenance records. For boilers, water treatment records and evidence of safety-valve testing are particularly relevant.
Access also needs careful planning. Internal inspection may require isolation, depressurisation, cooling, draining, cleaning, ventilation and confined-space controls. Insulation or cladding may need selective removal where there is potential for corrosion under insulation or where welds, supports and known problem areas must be examined.
Inspection windows are often coordinated with planned maintenance shutdowns. This is sensible, provided the scope is agreed early enough to allow for cleaning, access arrangements and contingency work. A rushed inspection during a short shutdown can leave important areas inaccessible and create avoidable follow-up outages.
What a useful inspection report should provide
A certificate alone is not a maintenance strategy. The inspection report should clearly identify the equipment examined, the scope and limitations of the inspection, the condition found, any defects or areas requiring monitoring, and the basis for recommendations or certification decisions.
For maintenance and engineering teams, findings need to be specific enough to support prioritisation. A report should distinguish between items requiring immediate action, work that can be planned before the next inspection, and observations that need monitoring. Where further testing or engineering assessment is required, the reason should be stated clearly.
This record becomes increasingly valuable over time. Comparable inspection data can reveal whether a local defect is stable, whether corrosion is accelerating or whether process changes are affecting asset life. It also provides evidence that the owner has exercised appropriate control of regulated pressure equipment.
Compliance must be considered in context
AS 3788 is a central technical reference for in-service pressure equipment, but it does not operate in isolation. Asset owners must also consider applicable work health and safety duties, state-based regulatory requirements, equipment registration obligations, manufacturer instructions and site-specific risk controls.

Inspection certificates, maintenance records, repair documentation and evidence of competent inspection all contribute to that position.
The most effective inspection programs are planned before a certificate is due, informed by real operating conditions and supported by complete records. That approach gives maintenance teams time to address findings properly, rather than asking a critical pressure asset to carry the risk until the next available shutdown.
