Choosing an Independent Pressure Vessel Inspector

A pressure vessel can appear serviceable while its remaining wall thickness, weld condition, pressure-relief protection or operating history tells a different story. An independent pressure vessel inspector provides the objective assessment needed to determine whether equipment remains suitable for service, what action is required, and whether inspection records can withstand regulatory, insurer and incident scrutiny.

For asset owners, independence is not a minor procurement preference. It separates an evidence-based condition assessment from advice influenced by a repair scope, replacement sale or internal production pressure. The result should be a clear technical position that protects people, plant availability and the organisation responsible for operating the equipment.

What an independent pressure vessel inspector does

An in-service pressure vessel inspection assesses the ongoing integrity of equipment after it has entered operation. The inspection is not limited to confirming that a vessel exists on the asset register or that a nameplate is present. It considers the vessel's construction, service conditions, inspection history, observed condition, safety devices and the consequences of deterioration or failure.

In Australia, AS 3788 provides the framework for in-service inspection of pressure equipment. It addresses inspection planning, inspection intervals, assessment methods, records and decisions on continued operation. Application of the Standard requires technical judgement. Two vessels of similar age may require different inspection approaches because their pressure cycles, fluid service, corrosion mechanisms, repairs, operating temperatures and maintenance histories differ.

A competent inspector will establish the equipment's identity and duty, review available documentation, examine accessible external and internal surfaces where required, and identify degradation that could affect fitness for service. Depending on the inspection plan and condition, this may include consideration of ultrasonic thickness measurements, non-destructive testing results, pressure-relief device arrangements, corrosion under insulation, fatigue-sensitive areas, supports, nozzles and previous repairs.

The final deliverable should be more than a pass or fail statement. It should document the basis of the inspection, findings, limitations, required actions, recommended timing and certification outcome. This record becomes part of the technical evidence used to manage the vessel throughout its working life.

Inspection scope must reflect the service duty

A receiver operating dry, clean compressed air may present different risks from a vessel exposed to wet steam, chlorides, process chemicals, thermal cycling or product contamination. Likewise, a small ancillary vessel can still be safety-critical if it is poorly maintained, difficult to isolate or located near personnel.

For this reason, fixed calendar intervals alone are not enough. AS 3788 supports planned inspection informed by equipment condition and operating circumstances. A condition-based approach can help owners direct effort towards credible damage mechanisms rather than treating every item as identical. It does not mean extending intervals without evidence. It means using sound inspection data and engineering judgement to justify the plan.

Why independence matters in pressure vessel inspection

Pressure equipment decisions often involve competing operational priorities. Production may need to continue. Maintenance budgets may be constrained. A repair may be commercially attractive to one party, while replacement is attractive to another. The inspector's role is to assess condition and compliance without being influenced by those outcomes.

An independent inspector does not manufacture vessels, sell repair work or benefit from a particular corrective action. That position supports recommendations based on the equipment's actual condition, relevant standards and safe operating requirements. Where a defect requires specialist repair or engineering assessment, the advice should identify the technical need and acceptance criteria, rather than directing the asset owner towards a preferred supplier.

Independence also improves the defensibility of inspection decisions. Following an incident, regulator enquiry, insurance review or asset transfer, organisations need to demonstrate that inspection findings were made by appropriately qualified personnel using a documented process. Clear separation between inspection and repair reduces the risk of perceived conflict and helps preserve confidence in the inspection record.

This does not mean every recommendation will be convenient. An impartial assessment may identify the need for an outage, further examination, derating, repair, replacement or improved operating controls. Addressing those matters in a controlled planned shutdown is generally preferable to responding after a leak, loss of containment or forced production stoppage.

Credentials to verify before appointment

Not every person who can visually examine a vessel is qualified to perform an in-service inspection or issue certification. Asset owners should verify capability against the type of equipment, its service and the applicable regulatory setting.

For pressure equipment inspected to AS 3788, the inspector should meet the Standard's prescribed requirements for an In-Service Inspector. AICIP accreditation provides an established means of demonstrating recognised competency in pressure equipment inspection. It gives clients assurance that the inspector has been assessed against defined technical requirements rather than relying solely on general engineering or maintenance experience.

Complex facilities may also benefit from broader credentials. ASME and National Board experience is particularly relevant where equipment has international design, manufacture, repair or inspection histories, or where the documentation refers to ASME construction and repair requirements. These credentials do not replace AS 3788 in-service inspection obligations, but they can strengthen the technical interpretation of equipment records and repair issues.

A quality-managed inspection provider should also be able to explain how it controls inspection records, report review, calibration, competence and corrective actions. ISO 9001:2015 certification is one indicator that these processes are managed systematically. It is not a substitute for inspector competency, but it supports consistency and traceability.

Questions that clarify an inspector's suitability

The right appointment begins with the right information. Before engaging an inspector, provide the equipment register, design and fabrication records where available, prior inspection reports, repair records, pressure-relief valve history, operating conditions and any known process changes. Incomplete records are common in ageing plants, but they should be identified early rather than assumed away.

Ask how the inspector will determine the scope of examination and whether internal access is needed. The answer should consider the vessel's service, accessible surfaces, known damage mechanisms and past findings. An external-only examination may be suitable in some circumstances, but it cannot reveal every form of internal degradation. Conversely, intrusive examination should be justified by risk and condition, particularly where opening the vessel creates significant cleaning, isolation or contamination controls.

It is also sensible to confirm how findings will be prioritised. A useful report distinguishes immediate safety issues from actions that can be planned, and explains any operational restrictions. Vague statements such as "monitor condition" are of limited value unless they identify what is to be monitored, by whom, using which method and by what date.

For sites with multiple boilers and vessels, ask whether the provider can assist with a practical inspection programme. The objective is not to create unnecessary administration. It is to establish an accurate equipment register, identify inspection due dates, coordinate shutdown activities and retain certification records that can be readily produced when required.

Integrating inspection with maintenance and operations

Inspection delivers the best value when it informs maintenance planning rather than arriving as an isolated compliance event. Maintenance teams need sufficient notice to arrange isolation, cleaning, access, scaffolding and non-destructive testing. Operations personnel need to understand any restrictions, changes to operating limits or controls required to protect equipment until corrective work is complete.

The inspection report should therefore translate findings into decisions. If wall loss is identified, the relevant question is not only the measured thickness. It is whether the remaining thickness is acceptable for the design and operating conditions, what corrosion rate is indicated, whether the damage is local or widespread, and when reassessment is needed. If a safety valve issue is found, the response must account for set pressure, capacity, installation, discharge arrangement and test history.

Appoint on evidence, not availability

A readily available inspector may help resolve an urgent situation, but routine appointment should not be based on availability alone. Review qualifications, relevant service experience, quality controls, insurance coverage and the clarity of the proposed inspection scope. For high-consequence or unusual equipment, technical depth is as important as the inspection date.

Pressure equipment can remain reliable for many years when condition is understood, inspections are properly planned and corrective work is verified. The most useful inspection relationship is one that gives managers a defensible technical basis for action before a manageable defect becomes an unplanned shutdown or a safety event.
